Proportionate Urbanization can help achieve desired GDP of 9% per annum” opines Dr. Isher Judge Ahluwalia- Vice Chairperson, Planning Board, Punjab during a lecture at Amity Law School

Dr. Isher Judge Ahluwalia – a well known economist and Vice Chairperson, Planning Board, Punjab and Member, National Manufacturing Competitiveness Council, Government of India visited Amity Law School, Amity University, Sector-125, Noida and delivered an interesting and stimulating lecture on “Challenges of Urbanization in India”.


Emphasizing on the role of urbanization and the role of Indian cities in the process of urbanization, Dr. Isher Judge Ahluwalia said that India is witnessing rapid urbanization, more and more people from rural India are moving to cities and predicted that India’s urban population will reach over 600 million by 2031. She revealed that during the last decade India’s GDP has grown by approximately 8 % p.a unlike 1980’s when it grew by just 5%. In 12th Five Year Plan, the aspired GDP is 9%. Dr. Isher further shared that 2/3 rd of India’s GDP comes from non- agricultural sector and it is estimated that by 2031, 75% of India’s GDP will come from non- agricultural sector.

She remarked that the urban sector will play a critical role in the structural transformation of the Indian economy and in sustaining the high rates of economic growth in coming decades. At the same time Dr. Isher expressed her concern over the fact that Indian cities are not ready to handle the overflowing deluge of population. Dr. Isher shared that 50% of China’s population, 75% of Mexico’s population and 80% of Brazil’s population live in urban areas whereas as per the latest consensus, only 30% of urban population live in urban areas. That 30% of urban population also face a dearth of infrastructural facilities. Therefore, there is an immediate need to upgrade urban infrastructural facilities.

Dr. Isher stressed that urbanization is possible only by strengthening the framework of governance, synergizing urban and rural sector, addressing the needs of urban poor (which is 26% of the population living in cities) and increasing the investment in urban infrastructure deficit in terms of good roads, transport, proper sanitation, street lights, water management, solid waste management etc.

She averred that India has to aspire for broad based and inclusive growth and even if the economic growth momentum is not accelerated, it has to be sustained at 8%.

Quoting the “Report on Indian Urban Infrastructure and Services” prepared by a High Powered Expert Committee (HPEC) under Dr. Isher Judge Ahluwalia, the eminent speaker said that for efficient urbanization, India’s Urban Local Bodies (ULBs) need to be strengthened as local self-government with clear functions, independent financial resources and autonomy to take decisions on investment and service delivery. State governments should provide an enabling environment for ULBs to discharge their enhanced responsibilities, they should set up State Finance Commissions (SFC), which will lay down the rules of funding to ULBs. Only then can they augment the urbaninfrastructure base, provide improved quality of services on a sustainable basis to their residents, and contribute to the growth momentum of the Indian economy.

Dr. Isher suggested that an amendment is needed in the Constitution. Urbanization needs a great deal of governance rather than just investment. Government of India has to play a pro- active role, urbanization is just not State Government’s work. Government of India has to make an environment where State Governments can function efficiently and effectively. In view of the importance of urban infrastructure for economic growth and inclusion, the Government of India and state governments has to work in tandem.

The lecture was followed by an interesting question and answer session wherein the budding lawyers from Amity Law School, Amity University posed a volley of questions to the eminent speaker.

Call for Papers - Environment, Agriculture & Trade


The Society for Protection and Promotion of Environment (SPPE), NUJS is pleased to announce its first ever publication : Environment, Agriculture & Trade. This student reviewed publication would not just be a voice for student writing in India, but a vehicle for serious academic legal writing across the board. The Book intends to capture the growing maturity and development of a jurisprudence encapsulating environment, agriculture, international trade and development. It is this culture of thought that the it tries to capture and bring to its discerning readers and audience.

The Editorial Committee is now accepting submissions for its first issueAttached is the Call for Papers : Environment, Agriculture & Trade. The deadline for submissions is 30th September, 2011.

National Student Conference on the International Humanitarian Law


Institute of LawNirma University is going to organize a National Student Conference on the International Humanitarian Law on 10th September 2011. The conference aims to address some of the contemporary issues that are prevailing in the International Humanitarian Laws. The Conference will also mark the inauguration of “Centre for International Humanitarian Law Studies” to be established at the Institute of Law, NirmaUniversity in collaboration with ICRC.

The themes for the discussion are as follows:

  1. Application of IHL in occupied territories
  2. Role of ICC in war crimes Justice : How far Has been the success story
  3. Sovereign Head and Command responsibility
  4. The crime of aggression

GUIDELINES FOR THE PAPER SUBMISSION
1. An abstract should be typed in TIMES NEW ROMAN12 Font Size with 1.5 spacing
(Title in 15 Font Size)
2. Abstract (not exceeding 200 words) should reach latest by 25th August 2011 in Soft Copy.
3. Submission should include separate Title Page which clearly indicates the name(s) of the author(s), complete mailing address(es), Telephone No. and e-mail address(es)
4. The text of the full paper and abstract must include title of the paper, but must not include the name(s) of the author(s) as the papers will be blind reviewed.
5. Acceptance of the paper would be notified within 10 days of the receipt of the same. The complete paper should reach us latest by 31st August 2011.
6. Only original unpublished work is sought. Any proposal submitted to present identical or substantially similar work already published under review for any other publication will not be considered.

REGISTRATION FEES
Registration fees for the NATIONAL STUDENTS CONFERENCE ON INTERNATIONAL
HUMANITARIAN LAW shall be Rs. 500/- which should be payed through Demand Draft in favour of ‘Institute of Law, Nirma University’ payable at Ahmedabad.

ACCOMODATION
Nirma University provides Hostel facility on campus.
The accommodation charges would be Rs. 150/- per day per student on twin sharing basis.
Requirements for accommodation need to be intimated well in advance to the organizers.

IMPORTANT DATES:

ALS Student has been selected to represent the J&K National Rugby Team


Mr. Mir Mustasan, student of 2007-12 batch of BA LLB of Amity Law School, Noida has been selected to represent the J&K National Rugby Team to participate in National Rugby Sevens Tournament.  The event is to be held at Police Grounds in Pune from 26th August – 03rd September, 2011.

It is quite significant that despite the period of Ramdan, the above student has been working very hard to practice for the above event while simultaneously attending the classes at Amity Law School, Noida

हिंदी वाद विवाद दिनांक - 19-08-11


एमिटी लॉ स्कूल में  दिनांक -  19-08-11  को हिंदी वाद विवाद  का आयोजन  हुआ जिसका विषय था -वर्तमान लोकपाल बिल  में क्या प्रधानमंत्री  और  न्यायपालिका  के जजो को इसके दायरे में आना चाहिए ?  ,इस प्रतियोगिता  में प्रथम सत्र के  विद्यार्थियों  ने भाग लिया ,और सभी ने अपना   विषय रखा . इस  प्रतियोगिता  का संचालन मनीष कुमार (सातवां सत्र)  ,प्राची यादव  (पांचवा सत्र),इशा श्रीवास्तव  (तीसरा सत्र ) ने  किया .यह प्रतियोगिता श्री मती नीरू सरन, डॉ कविता सुरभी ,faculty ,एमिटी लॉ स्कूल ,की देख रेख में हुआ .इस प्रतियोगिता के निर्णायक गण थे, डॉ रमेश कुमार ,डॉ जय प्रकाश यादव  ,मिस गीतांजली चंद्रा.  इस प्रतियोगिता में विद्यार्थियों के साथ साथ ,निर्णायक महोदय ने भी अपना अपना विचार रखा .निर्णायक  महोदय ने ये  भी कहा की इस तरह की प्रतियोगिता का आयोजन हिंदी में भी होता रहे ,जिससे  विधार्थियों का हिंदी के प्रति लगाव बना रहे और दोनों भाषाओं में जानकारी बनी रहे. निर्णायक  महोदय ने  प्रथम इनाम -निकिता तवर ( प्रथम सत्र  ), द्वितीये इनाम -हितेश  भट्ट(प्रथम सत्र  ),तृतीये इनाम -गीतिका  बुद्धिराजा (प्रथम सत्र ) को देकर उन्हें सम्मानित किया .अन्त में संचालक मनीष कुमार ने सभी का धन्यवाद ज्ञापन दिया ,और    कहा की  हम युवा  सकती  ही देश का भविष्य  हैं  ,इसीलिए हमे अपनी सकती को समझना  होगा ,और  हमे पुरे देश  को बताना होगा की ....    

मुर्दे लोहे को औजार बनाने  वाले ,अपने आँसुओं को हथियार बनाने वाले ,
हमे बेकार समझते हैं ये ज़माने वाले ,
हम युवा  हैं, इस मुल्क की सरकार चलने वाले ........

हिंदी वाद विवाद - Human Value Quarter दिनांक - 10-02-11


एमिटी लॉ स्कूल में  दिनांक -  10-02-11  को Human Value Quarter , के अंतर्गत ,हिंदी वाद विवाद  का आयोजन  हुआ जिसका विषय था -वर्तमान युग में नैतिक मूल्य -साधक या बाधक ,इस प्रतियोगिता  में कुल 12 विद्यार्थियों  ने भाग लिया ,और सभी ने अपनी विषय रखा . प्रतियोगिता का संचालन मनीष कुमार ,अफज़ल सिद्धिकी और नेहा आनंद (तृतीये वर्ष )के विद्यार्थियों ने  किया .इस प्रतियोगिता में सभी सत्रों के विद्यार्थियों  ने भाग  लिया ,यह प्रतियोगिता श्री मती नीरू सरन ,faculty ,एमिटी लॉ स्कूल ,की देख रेख में हुआ .इस प्रतियोगिता में विद्यार्थियों के साथ साथ ,निर्णायक महोदय ,निदेशक महोदय ,ने भी अपना अपना विचार रखा की नैतिक मूल्य हमारे जीवन के वो आदर्श है ,जिनके बिना हम सभ्य समाज की कल्पना ही नहीं कर सकते ,और सिर्फ हम नैतिक  मूल्यों में जकरे रहेंगे तो ,हमारा विकास भी नहीं हो सकेगा ,इसीलिए जरूरत है दोनों के मध्य सामंजस्य का ,जिससे हम विकास  भी करते रहें लेकिन अपनी संस्कृति को भी आंच ना आने दे.निदेशक महोदय ने ये  भी कहा की इस तरह की प्रतियोगिता का आयोजन हिंदी में भी होता रहे ,जिससे  विधार्थियों का हिंदी के प्रति लगाव बना रहे और दोनों भाषाओं में जानकारी बनी रहे.अंत में निदेशक महोदय ने  प्रथम इनाम -नेंसी सिंह (तृतीय वर्ष ).और द्वितीये इनाम -ईशा श्रीवास्तव (द्वितीये वर्ष )को देकर उन्हें सम्मानित किया .

7th Nani Palkhivala Memorial Research Paper Competition



The All India Federation of Tax Practitioners (AIFTP) and the Income Tax Appellate Tribunal (ITAT) Bar Association in association with the Government Law College, Mumbai is pleased to announce the 7th Nani Palkhivala Memorial Research Paper Competition.

The AIFTP is the apex body of tax associations and practitioners of India and was formed in 1976 in the presence of Mr. Nani Palkhivala and Justice J. C. Shah, former Chief Justice of India. The ITAT Bar Association is an association of professionals, who regularly appear before the ITAT, Mumbai. Mr. Nani Palkhivala was the President of the ITAT Bar Association from 1968 to 2002. A legend in the field of Income Tax and Constitutional Law and a Professor at the Government Law College for a number of years, he constantly strove to further the cause of education. Thus, this Research Paper Competition promises to be a fitting tribute to his legacy.

The Government Law College, Mumbai has become synonymous with legal education in India. Established in 1855, the institute, currently in its 156th year, has the distinction of being the oldest institute imparting legal knowledge, not only in India, but in Asia. Generations of distinguished legal luminaries who have been nurtured by this unique institution, have made a seminal contribution to the development and growth of India’s legal landscape. As a part of its tradition, the college lays emphasis on academics as well as several extra-curricular and co-curricular activities which are imperative in the holistic development of young legal minds. This renowned Research Paper Competition is one such step towards the achievement of this goal.

The topic for this year’s Research Paper is:

Piercing the Corporate Veil in Taxation matters”
(Indian & International Transactions with special reference to Direct Taxes Code)

Each participating college can send a maximum of three entries. Each article can be authored by a maximum of two authors only. The entries will be judged by a panel of eminent tax professionals. The three best articles will be awarded cash prizes, along with a certificate of merit and a medal. The winning research paper will be published in the AIFTP Journal, on the ITAT website (www.itatonline.org) and in other leading tax magazines.

The entries must reach Government Law College, Mumbai on or before 12th September, 2011 by 5:00 p.m. IST.
